Peter G. Decker, Jr. opened this firm in Norfolk in 1961. It has never been anywhere else.
The office is at 109 East Main Street, four blocks from the courthouse. That’s not a marketing detail — it’s why an attorney can walk down for a hearing, and why a client can walk up afterward and ask what just happened.
Norfolk is the Fourth Judicial Circuit. We appear in the General District Court, the Circuit Court, and the Juvenile and Domestic Relations District Court, and after sixty-five years we’ve appeared before nearly every judge who’s sat in those rooms. We know what each court expects to see in a filing, how long its calendar really runs, and which motions are worth making here.
Most of our attorneys live in this city. One was born and raised here. One prosecuted for Norfolk for four years. One defended here as a public defender before going private. And one is the son of the man who opened the door in 1961.

In 2025 the Cosmopolitan Club named Pete Decker III the city’s First Citizen — the same distinction his father received. Martin Thomas, Jr. has represented Ward 1 on the City Council since 2016 and has been Norfolk’s Vice Mayor since 2018.
The rest of the list is longer and less glamorous. The Drug Court Foundation. The Sheriff’s Foundation. The Public Library Foundation. The Citizens Advisory Council of the Juvenile and Domestic Relations Court. Old Dominion’s Board of Visitors. And since 2009, Martin Thomas, Jr. has taught a class called Life Beyond the Felony — helping people get their rights back after the case is over, most recently at a Goodwill employment center and inside a city jail.
None of that wins a case. It does mean that when this firm says it understands Norfolk, you can check. And that when your matter is finished, we’re still here.
